Clean Vessel Program and Pumpout Locations

The federal Clean Vessel Act provides funds to help reduce pollution from vessel sewage discharges into U.S. waters. These funds come from taxes on the sales of fishing equipment and on recreational boating fuel. Washington State Parks makes grants to both public and private sector boating facility operators for the construction, renovation, operation and maintenance of pumpout and dump stations for use by recreational boaters. The program also provides boater education to promote public awareness about boat sewage and its proper disposal.

In 2011, Washington boaters prevented 4,093,514 gallons of sewage from contaminating Washington's waters by using Clean Vessel Act pumpout facilities.

A clean marine environment is very important for everyone to enjoy the beautiful bodies of water throughout Washington. Boaters can help keep Washington's waterways clean. Washington offers more than 150 disposal facilities with a variety of stationary and portable pumpouts that provide a convenient way to properly dispose of boat sewage. For additional convenience, on-the-water restrooms and pumpout skiffs that can service boats right in their slips also are available.

    Located on Snake River , in Lake Sacajawea.
    The facility is within Franklin County.  


Driving Directions:
    From Pasco take Hwy 12 South, Turn Left onto Hwy 124, after crossing the Snake River. At Mile Post 8 turn left and follow the signs to Charbonneau Park.

 Pumpout Facility Information
Charbonneau Park is a public marina with an accessible pumpout.  This facility is open May 1st to October 1st,  Monday-Friday 4:00pm to 6:00pm. Weekends and Holidays from 12:00pm to 5:00pm  There is no floating dock available.  The facility has a full service pumpout.  You will encounter a Keco " Pump-A-Head" pumpout at this facility.  A slip is available for pumpout usage.  Access to this pumpout is limited to vessels with a length of no more than 30 feet.  There is a stationary pumpout.  The stationary pumpout is located at the far end of the marina.  There is a portable pumpout.  This facility has a Porta-Potty dump station.  The Porta-Potty dumpstation is located on the dock.  

 Marine Services
Gasoline can be purchased on site.  There is a boat launch available.  Over night moorage is available for a fee.  There are 76 guest moorage slips available.  The total estimated guest boat capacity is 76.  There are 9 moorage buoys available.  Electrical hook up is available for a fee.  Electrical power is available in 30 amps.  It has been reported the minimum depth at mean low tide is 5 feet.  

 Day Use/Campground Accommodations
This facility offers over night amenities.  There are campsites available for over night stays for a fee.  Campsite fires are allowed.  There are 55 sites with full hook-up and 50 amp services.  This facility also offers day use amenities.  There are 2 picnic shelters available.  There are picnic tables available.  Barbeque pits are also present.  The facility has a pay telephone available.
