Clean Vessel Program and Pumpout Locations
The federal Clean Vessel Act provides funds to help reduce pollution from vessel sewage
discharges into U.S. waters. These funds come from taxes on the sales of fishing equipment
and on recreational boating fuel. Washington State Parks makes grants to both public and
private sector boating facility operators for the construction, renovation, operation and
maintenance of pumpout and dump stations for use by recreational boaters. The program also
provides boater education to promote public awareness about boat sewage and its proper
disposal.
In 2011, Washington boaters prevented 4,093,514 gallons of sewage from
contaminating Washington's waters by using Clean Vessel Act pumpout facilities.
A clean marine environment is very important for everyone to enjoy the beautiful bodies
of water throughout Washington. Boaters can help keep Washington's waterways clean. Washington
offers more than 150 disposal facilities with a variety of stationary and portable pumpouts
that provide a convenient way to properly dispose of boat sewage. For additional convenience,
on-the-water restrooms and pumpout skiffs that can service boats right in their slips also
are available.

The facility is within Island County.
Driving Directions: From the north on State Route 20 Coupeville is 10 miles south of Oak Harbor on Whidbey Island. From Hwy 20 heading south turn left onto Main Street at Coupeville intersection. Turn left at the "T" intersection and go approximately two blocks, the wharf is on your right.
From the south on Hwy 525 and then Hwy 20 coming from Clinton turn right on Main Street at the Coupeville intersection. Go to the "T" intersection and turn left. The wharf is approximately two blocks on your right.

Pumpout Facility Information
Port of Coupeville is a public marina with an accessible pumpout. open year around 7 am to 7 pm Floating dock is in place all year There is a fee for using this pumpout. You will encounter a EMP "SaniSailor" pumpout at this facility. A slip is available for pumpout usage. Access to this pumpout is limited to vessels with a length of no more than 80 feet. There is a stationary pumpout. Pumpout is located on the wharf with a hose that is lowered to the pumpout moorage float.
Marine Services
Gasoline and diesel fuel can be purchased on site. Over night moorage is available for a fee. The guest dock is 400 feet in length. There are 20 guest moorage slips available. The total estimated guest boat capacity is 20. There are 4 moorage buoys available. It has been reported the minimum depth at mean low tide is 2 feet.
Day Use/Campground Accommodations
This facility offers over night amenities. Showers are available for a fee. This facility also offers day use amenities. There are picnic tables available. The facility has a pay telephone available.
