Clean Vessel Program and Pumpout Locations

The federal Clean Vessel Act provides funds to help reduce pollution from vessel sewage discharges into U.S. waters. These funds come from taxes on the sales of fishing equipment and on recreational boating fuel. Washington State Parks makes grants to both public and private sector boating facility operators for the construction, renovation, operation and maintenance of pumpout and dump stations for use by recreational boaters. The program also provides boater education to promote public awareness about boat sewage and its proper disposal.

In 2011, Washington boaters prevented 4,093,514 gallons of sewage from contaminating Washington's waters by using Clean Vessel Act pumpout facilities.

A clean marine environment is very important for everyone to enjoy the beautiful bodies of water throughout Washington. Boaters can help keep Washington's waterways clean. Washington offers more than 150 disposal facilities with a variety of stationary and portable pumpouts that provide a convenient way to properly dispose of boat sewage. For additional convenience, on-the-water restrooms and pumpout skiffs that can service boats right in their slips also are available.

    The facility is within Pierce County.  


Driving Directions:
    From I-5, Take the City Center Exit (#133, I-705) and merge onto I-705. Continue on I-705 to Schuster Pkwy, turn right, at 4th Street (the first traffic light) which then becomes Dock Street. Turn left into the 2nd driveway and into the pay-per-use parking lot. The docks are located between The Dock Building and Foss Waterway Seaport.

 Pumpout Facility Information
Foss Waterway Seaport Moorage is a public marina with an accessible pumpout.  The seasons of operation are spring, summer and fall,  Monday thru Friday 9am - 5 pm by appointment call 253-272-2750 ext 106 or 253-882-6238  There is a floating dock available year around.  There is a fee for using this pumpout.  You will encounter a EMP pumpout at this facility.  There are 8 slips available for pumpout usage.  There are 2 stationary pumpouts.  The stationary Pumpouts are located on floats.  

 Marine Services
Over night moorage is available for a fee.  The guest dock is 1200 feet in length.  The total estimated guest boat capacity is 66.  Electrical hook up is available for a fee.  Electrical power is available in 30 and 50 amps.  It has been reported the minimum depth at mean low tide is 25 feet.
