Does Washington State Parks charge for its plans and specifications packages?
Not currently.
How can I find out the bid results?
Call our contractor information hot line at (360) 902-8618, and follow the directions.
All advertised public works project bid results are listed there, as well as on the State
Parks contracting opportunities Web page.
Do I have to request the plans and specifications in order to look at them?
No. Washington State Parks posts all advertised public works projects online through Builder’s
Exchange of Washington (www.bxwa.com) where they are available to view at no cost. (You may have to
download a small viewer program in order to properly view the plans and specs at the Web site.) We
also distribute plans and specifications to regional plan centers for the advertised projects. For

Does Washington State Parks maintain a Small Works Roster?
No. State Parks does not maintain its own small works roster but uses the small works
roster managed and maintained by the Department of General Administration. To supplement
the best notification possible, State Parks also uses rosters maintained by other agencies
at both the state and local levels. If you are not on GA’s small works roster, you can
register online at
http://www.ga.wa.gov/EAS/smlwrk-roster.htm, and simply follow the instructions.
Does Washington State Parks maintain a consultants roster for architectural and engineering firms?
Yes. State Parks also uses rosters maintained by other agencies at both the state
and local levels. If you are interested in being placed on State Parks’ roster, contact

Why does Washington State Parks require a physical address for plans and specifications?
Many of our mailings are shipped via UPS (United Parcel Service) and cannot be delivered
to a post office box. If you also have a P.O. box for mail service, please provide that additionally,
and when our mailings are small enough or not high priority they can be sent to you via USPS
(United States Postal Service).
Does Washington State Parks have any special requirements for me to be able to bid on its projects?
No. State Parks has the same requirements to do business with the state as any other state agency.
You must be properly registered to do business in the state of Washington. For those particular requirements,
check with Labor and
Industries, the Secretary of
State’s office and the Department
of Revenue. Some projects may require additional expertise, experience or prequalifications. This happens
most often in specific areas such as bridge engineering, bridge construction or historic preservation,
for example. These are project specific and are plainly included within the respective plans,
specifications and instruction to bidders.
Do you always require a bid bond on your projects?
Usually. By statute, all public works projects require a bid bond to be included with the
bid proposal if your bid is $25,000 or greater. If your bid is below $25,000, no bid bond is
required.
Can I change my bid?
Yes. If it is before the deadline, you can change your bid one of two ways. First, if there
is enough time before the bid deadline, you can submit an amended bid and it will take precedence
over your initial bid. You can do this as many times as necessary as time will allow, and the
latest bid will be considered the final bid proposal. The second way is to modify via fax. In
order to be allowed to modify via fax, you must first phone the Finance and Contracts Program
and request permission to fax modify. Once you receive permission, you must advise them of the
incoming fax (that they will take to the bid opening), and then you must deposit the original
modification documents at your local post office so they will be postmarked PRIOR to the bid
deadline. The fax modification is only a tentative modification until the original documents are
received and the postmark verified that it was indeed submitted prior to the official bid deadline.
Can I just get on your master planholders list?
No. State Parks does not maintain a master planholders list. Our planholders lists are
project specific only.
Non-Public Works Purchasing
Washington State Parks utilizes the Department of General Administration’s WEBS portal for purchasing goods and services.

What is WEBS?
WEBS is "Washington's Electronic Business Solution," an Internet vendor registration and bid
notification system. The system offers an online site where vendors can register to receive government
bid notifications. Governmental buyers will be able to go to the same site to post bidding opportunities
