In August 2010, the Washington State Parks and Recreation Commission adopted a Master
Facilities Plan for Mount Spokane. The plan called for additional work on the west side
of the mountain in an approximately 850 acre area known as the Potential Alpine Ski Expansion
Area (PASEA) to consider formal ski area expansion.
Mount Spokane 2000 (MS 2000), the not-for-profit concessionaire that operates the ski
concession at Mount Spokane, is proposing to expand the ski area. In November 2010, MS 2000
submitted technical data regarding its proposed ski area expansion. In December 2010, MS 2000
provided the Commission with a conceptual expansion proposal. After evaluation of the
technical data and public comment, the Commission made a land classification decision for
the PASEA at their May 19, 2011 meeting, allowing for potential expansion pending completion
of environmental review pursuant to the State Environmental Policy Act (SEPA). Additional
background information related to the land classification decision can be found in Commission
agenda items presented on March 24, 2011 and May 19, 2011 (
http://www.parks.wa.gov/agency/commissionmeetings/archives/?fileYear=2011).
On April 26, 2012 the Washington State Parks and Recreation Commission released the Mount
Spokane Ski and Snowboard Park Draft Supplemental Environment Impact Statement (SEIS). The
Draft SEIS was subject to a one month public review and comment period which ended on
May 29, 2012. Over 300 comments were received. Following conclusion of the formal comment
period, all comments were reviewed, comment responses were prepared and the Final SEIS was
revised. The Final SEIS was issued on October 5, 2012. With issuance of the Final SEIS,
the SEPA environmental review process was concluded. Based on the completion of SEPA review
a final plan of development – identified as alternate 3 in the Final SEIS – was submitted
to the Director for his decision. In November 2012, through formal amendment to the concession
agreement between the Washington State Parks and Recreation Commission and MS 2000, the
Director approved the final plan of development for a new chairlift and seven new ski
trails pending the receipt of all necessary permits.
The Plan of Development can be found below beginning at File Number 30.
