Twin Harbors State Park Move Campground

Plans at Twin Harbors to move camping and administrative facilities from the east side of State Route 105 to the west side of the park are progressing with completion of the predesign stage. The primary purpose of the project is to remove campsites constructed adjacent to wetlands that flood annually, closing campsites and flooding maintenance/administrative facilities. This project will relocate new sites and facilities on higher ground. Moving facilities will work to improve wetland functions on the east side of the park while also improving recreational opportunities by getting visitors in closer proximity to the beach west of SR 105. 

Washington State Parks and Recreation Commission completed the Twin Harbors planning project in 2020. The Office of Financial Management (OFM) reviewed the predesign document and it was determined that the document meets requirements described in the OFM Predesign Manual. It was approved on November 17, 2020 (see attachments including the predesign report, addendum, and OFM approval documents). 

State Parks will request capital funding through the legislature for the 2023-25 biennium to begin Phase 1, which will include completion of construction documentation to at least 90%, environmental and building permitting, and State Environmental Policy Act (SEPA). It includes complete design and construction of the new administration & maintenance building at the Grayland location. If fully funded in future phases, construction of a campground could then commence. Future phases to fully develop the overall plan would be funded beyond 2025.
